- Padma Shri Dr. Dilip D. Bhawalkar is one of the most distinguished laser scientists of India who has nearly 50 years of experience in lasers and their applications, and particularly in laser technology.
- With a PhD in Lasers and Masters in Electronics from University of Southampton, he joined BARC in 1967 and has been a member of a team that has developed most of the important lasers and some applications to medicine, defence and industry.
- In 1987 he was appointed the first director of the newly founded R&D laboratory of Department of Atomic Energy, The Centre for Advanced Technology ( Now renamed Raja Ramanna Centre for Advanced Technology - RRCAT) at Indore.
- Dr. Bhawalkar has been elected Fellow of the Optical Society of America, The Russian Academy for Natural Sciences, Indian National Science Academy, Indian Academy of Sciences and National Academy of Sciences.
